Overview of Da Nang Hi-Tech Park project

 

Da Nang High-Tech Park (CNC) was established in October 2010, on an area of 1,129.76 hectares in two communes Hoa Lien and Hoa Ninh in Hoa Vang district with 7 functional subdivisions.

The project is located on the Da Nang – Quang Ngai highway, connecting key economic zones in the Central region such as: Chan May Economic Zone (Thua Thien – Hue province), Chu Lai Economic Zone (Quang Nam province), Dung Quat Economic Zone (Quang Ngai province).

Da Nang High-tech Park is the third multi-functional high-tech park in the country after Hoa Lac High-tech Park – Hanoi and Ho Chi Minh City High-tech Park.

Project location of Da Nang Hi-Tech Park

Da Nang High-Tech Park is located on the frontage of the Da Nang – Quang Ngai expressway, northwest of Da Nang city. The project is located in Hoa Lien commune and Hoa Ninh commune, Hoa Vang district, Da Nang city.

The project connects key economic zones in the Central region: Chan May-Lang Co Economic Zone (Thua Thien – Hue province), Chu Lai Economic Zone (Quang Nam province), Dung Quat Economic Zone (Quang Ngai province) :

  • 22 km from Da Nang city center,
  • 25 km from Tien Sa Port,
  • 17 km from Da Nang International Airport.

The construction location has high ground, the geological foundation belongs to the metamorphic, crystalline igneous system (crystallized shale), which is convenient for infrastructure construction and does not cost much to prevent subsidence.

Traffic system

Traffic routes in the Hi-Tech Park include:

  • The Central Road has a cross section of Bn = 51m
  • The subdivision axes have a cross section of Bn = 22.5m ÷ 33m
  • Internal roads in each functional area have a cross section of Bn = 8m ÷ 15m.

Drainage system

Drainage in the High-Tech Park is designed according to separate drainage directions, specifically as follows:

  • Dirty drainage system: dirty water flows into the sewer system and is then cleaned at treatment plants before being discharged into the receiving source (river, lake, etc.).
  • Rainwater drainage system: has a sewer system and separate rainwater collection pits, delivered directly to the receiving source (river, lake…).

In the high-tech area, there are 2 key technical infrastructure works and a waste treatment station.

  • Station 1: mainly focuses on collecting and transferring solid waste, area: 0.8 hectares.
  • Station 2: investment in wastewater treatment plant, area: 02 hectares. Capacity: 18,000 m3/day.night (04 modules), ensuring thorough treatment of wastewater sources of the High-Tech Park to meet current environmental technical regulations QCVN 40:2011/BTNMT – Column B with systems numbers Kq=0.9 and Kf=0.9 before discharge

Water supply system


The water supply for the Hi-Tech Park is expected to be taken from Hoa Lien Water Plant with a capacity of 240,000 m3/day. Currently, the factory is in the investment preparation phase and will be completed in 2018.

In the first phase, when Hoa Lien Water Plant has not been completed, the High-Tech Park will be temporarily supplied with water from pipeline D225 on the southern bypass of Hai Van Tunnel. Water source comes from booster pump station DT602; The pumping station has a capacity of 120 m3/h, H = 70m.

Electricity distribution system


The power supply plan for the Hi-Tech Park is to build a 110/22kV Hoa Lien station, with a capacity of 2x63MVA. It is expected that 01 63MVA transformer will be put into operation in 2015. The dual-circuit 110kV line supplying power to the station will be transitionally connected to the 110kV Hoa Khanh – Hai Van Tunnel line circuit.

Communication systems

The high-tech park will have information and communication technology infrastructure to ensure smooth communication and connection, high quality transmission lines, security, safety and network security.

Current status of land use planning in the High-Tech Park

Da Nang Hi-Tech Park has a total area of 1,129.76 hectares with different functional areas such as:

Investment incentive policies

Corporate income tax incentives

  • Preferential tax rates: Preferential tax rate of 10% for a period of 15 years. The preferential tax rate application period is calculated continuously from the first year the enterprise has revenue.
  • Incentives on tax exemption and reduction periods: Tax exemption for 4 years, 50% reduction of tax payable for the next 9 years. The tax exemption period is calculated continuously from the first year the enterprise has taxable income.

  • Projects are exempt from land rent for the entire land lease term
    • Application of high technology in the CNC List prioritized for investment and development (Appendix I, Decision 66/2014/QD-TTg);
    • Manufacturing products on the List of CNC products encouraged for development (Appendix II, Decision 66/2014/QD-TTg);
    • Manufacturing CNC-supported industrial products;
    • CNC incubation, CNC business incubation;
    • CNC application, research and development;
  • Projects are exempted from 15 years of land rent
    • Construction of apartments for workers working in the High-Tech Park
  • Projects are exempted from 11 years of land rent
    • Residential services (housing for experts, healthcare, cultural activities and other services related to the lives of residents in the High-Tech Park)

Incentives on infrastructure usage fees

  • Infrastructure usage fee: 4,200 VND/m2/year
    100% exemption for infrastructure use in the first 02 years from the date of land allocation and 50% reduction in the next 03 years for CNC research – development projects, CNC incubation, CNC business incubation, training create CNC human resources.
  • Exempt 100% of infrastructure usage fees for the first 2 years from the date of land allocation for projects in the CNC List prioritized for investment and development and the CNC product list encouraged for development according to Decision No. 66 /2014/QD-TTg dated November 25, 2014 of the Prime Minister.

Import tax incentives

  • Import tax exemption for a period of 05 years from the start of production for raw materials, supplies and components that cannot be produced domestically and are imported for production of investment projects in High-Tech Parks.
  • Import tax exemption for specialized machinery, equipment, spare parts and supplies that cannot be produced domestically, specialized scientific documents, books and newspapers used directly for scientific research and technological development

Evaluating the Da Nang Hi-Tech Park project
